The Workforce Innovation and Opportunity Act (WIOA) places a strong emphasis on serving individuals with barriers to employment. One such barrier is being basic skills deficient. Under WIOA, basic skills deficiency may affect priority of service for adults, eligibility for youth programs, and referrals to appropriate education or partner services. See the Priority of Service section of this policy manual for additional guidance on adult priority of service.
