This policy provides guidelines for configuring and establishing membership in all Local Workforce Innovation Boards (LWIBs).

  1. The authority to appoint members to the LWIB lies solely with the chief elected official(s) (CEOs).  Appointments should be made in accordance with the CEO Agreement as outlined in the Chief Elected Official Delegation of Authority and Acknowledgment of Financial Liability section of the policy manual.
  2. The CEO should give special consideration to assuring an appropriate ethnic and gender balance and other representation that reflects the local area.
  3. Representatives of organizations, agencies, or other entities serving on the local board shall be individuals with optimum policy-making authority within the organizations, agencies, or entities they represent and who represent diverse geographic areas within the local area. 
    1. A representative with optimum policy-making authority is an individual who can reasonably be expected to speak affirmatively on behalf of the entity he or she represents and to commit that entity to a chosen course of action.
