  1. Workforce Innovation and Opportunity Act (WIOA) Title IB participants, including Adults, Dislocated Workers, and Youth ages sixteen to twenty-four (16-24), can receive training through an Individual Training Account (ITA).
    1. The State of Illinois has received a waiver from 20 CFR 681.550 to allow In-School Youth aged 16-24 the opportunity to utilize individual training accounts.
      1. This waiver has been approved for Program Years (PYs) 2026 and 2027 (July 1, 2026 through June 30, 2028).
  2. Training services may be made available if, after an interview, evaluation, assessment, and career planning, a career planner determines the participant is unlikely or unable to obtain or retain employment leading to self-sufficiency or higher wages through career services, needs training services to obtain or retain employment, and has the skills and qualifications to participate successfully in the selected program of training services.
  3. After consultation with the career planner, the participant selects an eligible program of study linked to employment in an in-demand occupation from an eligible training provider on the Eligible Training Provider List (ETPL).
    1. As stated in the Career Planning Policy of this policy manual, Local Workforce Innovation Boards (LWIBs) must ensure that the career planner assists the participant in making an informed choice of the available training provider and program options.  This is done by presenting and reviewing the State ETPL and Local ETPL (if applicable).
      1. Information that is to be discussed with the participant includes, but is not limited to, how the program:
        1. Assists them in meeting their goals of employment and/or education;
        2. Aligns with demand, industry sectors, and occupations;
        3. Leads to a recognized postsecondary credential as defined in WIOA;
        4. Fits their individual needs regarding distance to travel, online class availability, or schedule, for example; and
        5. Performance and cost information.
      2. Additionally, the career planner should explain to the participant any limitations to an ITA based on the policy set by the LWIB, as described in the Local Individual Training Account Policy section of this policy.
  4. Under WIOA, ITAs may pay for the total cost of training (e.g., books, license fees, training materials, registration fees, supplies, and uniforms) when the training provider adds them to the total cost of training. Most LWIBs pay tuition with ITAs and provide books, etc., as supportive services when the training provider does not add them to the total cost of training.
