Training services under WIOA Title IB Adult, Dislocated Worker, and Youth programs can be provided through various contract mechanisms or funded through an Individual Training Account (ITA) to purchase training from an eligible provider.
An ITA is a payment agreement established by a Local Workforce Innovation Board (LWIB) on behalf of a participant with an eligible training provider. It can pay for occupational skills training or Skills Upgrading Training. The training provider must provide an eligible training program (also referred to as a “program of study” or “program of training service”) that is on the list of eligible training providers. The Eligible Training Provider List (ETPL) is described in the Training Provider and Program Eligibility section of this policy manual.
The selection of training programs of study should maximize consumer choice, lead to an in-demand occupation on the current Demand Occupation Training List (DOTL) as described in the In-Demand Occupations section of this policy, consider the performance of relevant training providers, and coordinate to the extent possible with other sources of assistance, including Federal Pell Grants.
Training provided through contracts such as On-the-Job Training (OJT), customized training, incumbent worker training, internships, paid or unpaid work experience opportunities, or transitional employment shall not be subject to the requirements of this policy and are covered in subsequent sections of the policy manual.
