Purpose
This is the transmittal of Table A known as the revised poverty guideline for determining the amount of needs-related payments for the Clean Air Employment Transition Assistance (CAETA) program.
This policy letter also contains an interim version of Table B which is the income guidelines for determining low income status of Workforce Investment Act (WIA) eligibility, commonly known as the 70% Lower Living Standard Income Level (LLSIL). In the past, previous policy letters were issued when both the poverty guideline and the complete LLSIL became available in May or June. However, in a departure from the past, the interim table is now being issued. This step may make some of our customers eligible where they may not have been eligible
based upon earnings in the past six months prior to application.
This policy letter does not contain the 100% LLSIL for determining needs-related payments for the CAETA programs as well as compliance with self-sufficiency language in WIA. When available, a policy letter will be prepared.
