On Monday, Assistant Director Cameron Joost and the Illinois Workforce Innovation Board's (IWIB) Apprenticeship Committee Chair, Daniel Serota, presented Dr. Keith Cornille, President of Heartland Community College, with the Governor's National Apprenticeship Week Proclamation to officially kick off NAW. The U.S. Department of Labor Office of Apprenticeship Director, Deb Cremeens-Risinger, presented the college with the approved and signed standards for their Registered Apprenticeship Program for Registered Nurses. Lavon Nelson, with the Illinois Community College Board, recognized Heartland, the employers, and apprentices for their commitment to expanding apprenticeships. And, to top it off, over 20 Apprentices from OSF, Rivian, Carle, Bridgestone, and Ferrero participated in the Apprentice Signing Ceremony!

Pride Month is celebrated each year as a tribute to those involved in the Stonewall Riots. The month brings awareness of trials and tribulations the Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ+) community endures, while also celebrating triumphs and contributions of LGBTQ+ individuals across America. Since the first Pride March in 1970, the month of June has been filled with Pride Festivals and Parades across the state.

Join the Chicago Jobs Council and Young Invincibles to discuss a roadmap that outlines strategies in recruiting and retaining diverse jobseekers into apprenticeship programs. Over the course of a yearlong project, supported by funding from the Illinois Department of Commerce and Economic Opportunity, the Jobs Council and Young Invincibles facilitated a series of workshops designed to expand the number of organizations leveraging apprenticeships with their job seekers. On June 17, 2016 the U.S. Department of Labor and Education formerly informed Governor Bruce Rauner that they have determined the Illinois four-year Workforce innovation and Opportunity Act (WIOA) Unified State Plan submitted on March 30, 2016 is substantially approvable. Therefore, the Departments have approved the Unified State Plan (PDF), which covers the period July 1, 2016 through June 30, 2020 subject to conditions. This decision covers the joint planning elements, or “common elements,” as well as the program-specific requirements for the six core programs:
The Departments have approved the State Plan subject to conditions because there are deficiencies that must be remedied. Illinois must correct the deficiencies identified and the plan needs to be fully remedied by September 1, 2016.

The Workforce Innovation and Opportunity Act (WIOA) of 2014 requires the governor of each state to outline a four-year strategy for the workforce development system by preparing either a Unified State Plan encompassing the following federal programs: WIOA Title IB, Title II-Adult Education, Title III-Wagner-Peyser, and Title IV-Vocational Rehabilitation Services; or a Combined State Plan that includes these partners plus at least one of certain other partner agencies. Illinois is using the Unified State Plan approach. The state will submit the Unified State Plan in accordance with guidelines published by the U.S. Department of Labor.
The Illinois Workforce Innovation Board (IWIB) is hereby requesting public comment on the Program Year (PY) 2016 – 2019 Unified State Plan.

Updating Your Skills: Success for Nancy at Greater West Town
After working 14 year in the parking industry, enduring the schedule and location changes, personalities, and unrealistic supervisor expectations, Nancy was let go. She had received certificates of recognition and customer endorsements, but these went unrewarded in the layoff process. Following a 2-year period of unemployment, Nancy heard about Greater West Town Project’s Shipping & Receiving Program. The prospect of learning specific, technical skills attracted her, so that she could get away from unskilled jobs. “I didn’t know anything like this existed. A free program – are you serious?!! “
Nancy entered training in the summer of 2015. She found the day to be rigorous. The group dynamic was inspirational. The car fare and other supportive services became more important once her unemployment ran out. Her family support was a key ingredient.
Throughout the twelve weeks, Nancy set an example for her fellow students who lacked work maturity. “Nancy demonstrated the qualities that employers look for in mature workers,” recalls GWTP Basic Skills Instructor, Linda Thomas. “She took her studies very seriously and raised the bar for her classmates.”
By the end of training, Nancy was the class speaker for graduation and had a long list of accomplishments, including raising her reading score over six grade levels while also raising her math score. She says, “I never drove a forklift before; now I’m certified to drive two different forklifts! Also, I was scared of computers and remember previously struggling so hard with them. I didn’t want to do anything that had to do with computers. But I’m not scared now. GWTP brought me up to date on my skills.”
Nancy’s determination has helped her land a job with the country’s largest Internet-based retailer. Once she starts the job, this grandmother of two would like to help out her grandkids and their parents financially, as well as adding some new clothes to her wardrobe! Saving to buy a car might be next on the list. All of this becomes a possibility through her own hard work and the support of family and Greater West Town’s training services!

This report by the Healthcare Task Force of the Illinois Workforce Investment Board (IWIB), “The Workforce Implication of New Health Care Models,” identifies major trends and directions in the healthcare sector, and offers recommendations for ensuring that the healthcare workforce is ready and prepared to respond to its responsibilities.
The report examines and raises issues regarding the implementation of new healthcare delivery models in Illinois. These new models are already being carried out in response to changing population and patient needs, federal and state healthcare reforms, and innovations in delivery models, professional practices and technology. They place stronger emphasis on prevention and primary care and the use of professional and paraprofessional healthcare workers in new roles with different skill requirements.
Day of Service Will Mark the Beginning of the Year of the Volunteer
CHICAGO – The Serve Illinois Commission on Volunteerism and Community Service (Serve Illinois) today encouraged people across Illinois to take part in the Dr. Martin Luther King Jr. Day of Service on Monday, January 19, 2015.
"Doctor King said that, 'Life's most persistent and urgent question is: 'What are you doing for others?'" Serve Illinois Executive Director Scott McFarland said. "Illinoisans answer this question each day by helping their neighbors and their community. Volunteerism is the answer."
The Day of Service will also mark the beginning of the Year of the Volunteer with the theme of "You are the difference." Volunteerism throughout Illinois will increase during the year by celebrating community service and connecting and strengthening the already extensive network of organizations involved in service. In Senate Resolution 1002, the Illinois Senate designated the Year of the Volunteer, which is sponsored by Generations Serving Generations, Robert R. McCormick Foundation, the Illinois Department on Aging, Serve Illinois, the Corporation for National and Community Service, the Illinois Board of Higher Education, the Illinois State Board of Education, the Illinois Community College Board and more than 100 organizations and businesses committed to civic engagement.
Anyone interested in volunteering on Dr. Martin Luther King Jr. Day of Service can visit Serve.Illinois.gov to find more than 100,000 volunteer opportunities throughout Illinois and in bordering states. Volunteers can search based on location or area of interest, as well as by web-based, ongoing or one-time volunteer opportunities.
Serve Illinois is also accepting nominations for the annual Governor's Volunteer Service Awards. These awards recognize individual volunteers and businesses that support community service in order to honor those who provide selfless service to the state and to highlight the importance of volunteerism and community service in Illinois.

Across Illinois, The Illinois Department of Commerce and Economic Opportunity (DCEO) along with its local and state partners is taking the lead in convening our economic development, business, and educational systems to create initiatives that fill the skills gap for employers and lead to living wage employment. Highlights of these various initiatives are in the DCEO 2014 Illinois Workforce Development Annual Report. The report provides the activities of the Workforce Investment Act (WIA) partners and illustrates the strong relationship between Illinois businesses and the workforce development system.
