    National Apprenticeship Week 2023

    Illinois is leading the Nation in proclamations and events this year! We have over 94 proclamations from the Governor, educational entities, municipalities, employers, unions, non-profits, and more. Additionally, over 231 events are being held around the State.     • Friday, November 17th, 9:00 AM-10:00 AM Webinar: Highlighting Illinois Apprentices

    On Monday, Assistant Director Cameron Joost and the Illinois Workforce Innovation Board's (IWIB) Apprenticeship Committee Chair, Daniel Serota, presented Dr. Keith Cornille, President of Heartland Community College, with the Governor's National Apprenticeship Week Proclamation to officially kick off NAW. The U.S. Department of Labor Office of Apprenticeship Director, Deb Cremeens-Risinger, presented the college with the approved and signed standards for their Registered Apprenticeship Program for Registered Nurses. Lavon Nelson, with the Illinois Community College Board, recognized Heartland, the employers, and apprentices for their commitment to expanding apprenticeships. And, to top it off, over 20 Apprentices from OSF, Rivian, Carle, Bridgestone, and Ferrero participated in the Apprentice Signing Ceremony!

    On Tuesday, the IWIB Apprenticeship Committee announced the 2024 Inaugural Apprentice Ambassador Cohort on the Apprenticeship Illinois social media platforms! You can find the recording and more information about the program here.

    Celebrate National Apprenticeship Week!

    National Apprenticeship Week (NAW) is November 13-19, 2023! NAW is a nationwide celebration where employers, industry associations, labor organizations, community-based organizations, workforce partners, educators, and government leaders come together and host events to showcase the success and value of Registered Apprenticeship as an integral element in rebuilding our economy, supporting employers with workforce needs, promoting racial and gender equity, creating pathways to quality jobs, and supporting underserved communities.

      • The first cohort of Illinois Apprentice Ambassadors will be announced during National Apprenticeship Week! The Illinois Workforce Innovation Board's Apprenticeship Committee created the inaugural Apprentice Ambassador Program to serve as champions. The Ambassadors are comprised of diverse apprentices and apprentice graduates of all ages and backgrounds within the state and come from multiple industries.     Illinois workNet Wraps Up LGBTQ+ Pride Month 2021

    Pride Month is celebrated each year as a tribute to those involved in the Stonewall Riots. The month brings awareness of trials and tribulations the Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ+) community endures, while also celebrating triumphs and contributions of LGBTQ+ individuals across America. Since the first Pride March in 1970, the month of June has been filled with Pride Festivals and Parades across the state.

    On June 16th, Illinois workNet spoke with Jerome Holston, Director of the LGBT Chamber of Commerce of Illinois, during a livestream covering Pride Month and the Chambers’ workforce related efforts. Watch the recording.

    The Association of Latino as Motivating Action (ALMA) fights for the rights of the Latino Lesbian, Gay, Bisexual, Transgender, Queer and Questioning community by advocating for fairness and equality, and affirming Latino LGBTQ culture.     Juneteenth 2021

    Observed annually on June 19thJuneteenth commemorates the ending of slavery in the United States. This day commemorates African American freedom and emphasizes education and achievement. On Wednesday, June 16th Governor J.B. Pritzker signed legislation making Juneteenth an official state holiday.     NEW Virtual Job Fair Tools on Illinois workNet

    <div class="ExternalClass961322A02B224BCE916CFDD22F603884"><p>Illinois workNet will be holding an upcoming webinar for Job Seekers and for Employers that will demonstrate the new Virtual Job Fair (VJF) tools available on Illinois workNet.</p><ul><li>The Job Seeker VJF webinar will be held on Wednesday, May 27<sup>th </sup>at 11 a.m. – 11&#58;30 a.m.<br></li><li>The Employer VJF webinar will be held on Thursday, May 28<sup>th</sup> at 11 a.m. – 11&#58;30 a.m.</li></ul><p>The new VJF tools are an opportunity for Employers to easily advertise their organization and connect with qualified job applicants at no cost.&#160;Employers will be able to setup virtual job booths where interested job seekers can learn more about their organization and available job openings.     Upcoming Webinar: Community Service Providers' Role in Diversifying Apprenticeships

    Join the Chicago Jobs Council and Young Invincibles to discuss a roadmap that outlines strategies in recruiting and retaining diverse jobseekers into apprenticeship programs. Over the course of a yearlong project, supported by funding from the Illinois Department of Commerce and Economic Opportunity, the Jobs Council and Young Invincibles facilitated a series of workshops designed to expand the number of organizations leveraging apprenticeships with their job seekers. Now, supported by findings from the workshops and feedback from focus groups and other stakeholder engagement CJC & YI have identified a Third Pillar for Community Service Providers, an integral piece to the state's apprenticeship framework.

    Employ Older Workers Week 2019

    This week is Employ Older Workers Week! Older workers are an important force that contribute to our workplaces and communities with their wisdom and experiences. In addition to Illinois workNet’s article on how these workers can remain working and engaged, check out the sources below for additional information.

    The Senior Community Service Employment Program (SCSEP) is a “community service and work-based training program for older workers.” This website is a great location for individuals 55 and older who are looking to improve their employability skills. By being part of this program, older workers gain access to additional resources, services, and training opportunities. Be sure to check out the WorkforceGPS Resource Library for additional information concerning older workers.

    Another resource to check out is Older Americans Month (OAM). This year’s theme was Connect, Create, Contribute, which encourages communities to:
    • Connect – with friends, family, and services that support participation.
    • Create – by engaging in activities that promote learning, health, and personal enrichment.
    • Contribute – time, talent, and life experience to benefit others. 

    This month recognizes older adults around the country and encourages them to participate in activities within their communities. The Activity Page on Older Americans Month’s website offers several ideas of how these individuals can share their experiences with one another, younger generations, on social media, and much more.     Illinois WIOA State Plan - Approved

    WIOA Unified State Plan - Approved by U.S. Department of Labor and Education

    Illinois State SealOn June 17, 2016 the U.S. Department of Labor and Education formerly informed Governor Bruce Rauner that they have determined the Illinois four-year Workforce innovation and Opportunity Act (WIOA) Unified State Plan submitted on March 30, 2016 is substantially approvable.  Therefore, the Departments have approved the Unified State Plan (PDF), which covers the period July 1, 2016 through June 30, 2020 subject to conditions.  This decision covers the joint planning elements, or “common elements,” as well as the program-specific requirements for  the six core programs: 

    • the Adult, Dislocated Worker, and Youth programs authorized under title I of WIOA and administered by the Department of Labor;
    • the Adult education and Family Literacy Act (AEFLA) program authorized under title II of WIOA and administered by the Department of Education;
    • the Employment Service program authorized under the Wagner-Peyser Act (Wagner-Peyser), as amended by title III of WIOA and administered by the Department of Labor; and
    • the Vocational Rehabilitation program, authorized under title I of the Rehabilitation Act, as amended by title IV of IWOA, and administered by the Department of Education. 

    The Departments have approved the State Plan subject to conditions because there are deficiencies that must be remedied.  Illinois must correct the deficiencies identified and the plan needs to be fully remedied by September 1, 2016.

    WIOA Unified State Plan - Released

    <div class="ExternalClassAABFC66DEC7B45D680B48861552F5711"><p>​Upon approval from the Illinois Workforce Innovation Board (IWIB) Executive Committee, the Unified State Plan for Illinois was released on March 30, 2016.&#160; The plan outlines a 4-year strategy for the WIOA core programs, which includes&#58;</p><ul><li>Title IB – WIOA Adult, Dislocated Worker, Youth programs</li><li>Title II – Adult Education</li><li>Title III – Wagner-Peyser</li><li>Title IV – Vocational Rehabilitation Services</li></ul><p>The plan is divided into strategic and operational elements.&#160; The strategic portion of the plan includes the vision and goals for preparing an educated and skilled workforce in Illinois and the operational side of the plan addresses the implementation of this strategy.&#160; Additionally, the plan includes program specific content from each core partner (Illinois Department of Commerce, Illinois Department of Employment Security, Illinois Community College Board, and Illinois Department of Human Services, Division of Vocational Rehabilitation).
    <br></p><p>The plan is a living element that will change and evolve.&#160; The plan was drafted on the known requirements of WIOA and the proposed federal regulations, so the plan will be updated as soon as the final regulations are issued.</p><p>Visit the

    WIOA Unified State Plan Available for Review

    ​The Workforce Innovation and Opportunity Act (WIOA) of 2014 requires the governor of each state to outline a four-year strategy for the workforce development system by preparing either a Unified State Plan encompassing the following federal programs: WIOA Title IB, Title II-Adult Education, Title III-Wagner-Peyser, and Title IV-Vocational Rehabilitation Services; or a Combined State Plan that includes these partners plus at least one of certain other partner agencies.  Illinois is using the Unified State Plan approach. The state will submit the Unified State Plan in accordance with guidelines published by the U.S. Department of Labor.

    The Illinois Workforce Innovation Board (IWIB) is hereby requesting public comment on the Program Year (PY) 2016 – 2019 Unified State Plan.

    Innovative Programs - 2015 Illinois Workforce Development

    Updating Your Skills: Success for Nancy at Greater West Town

    After working 14 year in the parking industry, enduring the schedule and location changes, personalities, and unrealistic supervisor expectations, Nancy was let go. She had received certificates of recognition and customer endorsements, but these went unrewarded in the layoff process. Following a 2-year period of unemployment, Nancy heard about Greater West Town Project’s Shipping & Receiving Program. The prospect of learning specific, technical skills attracted her, so that she could get away from unskilled jobs. “I didn’t know anything like this existed. A free program – are you serious?!! “

    Nancy entered training in the summer of 2015. She found the day to be rigorous. The group dynamic was inspirational. The car fare and other supportive services became more important once her unemployment ran out. Her family support was a key ingredient.  

    Throughout the twelve weeks, Nancy set an example for her fellow students who lacked work maturity. “Nancy demonstrated the qualities that employers look for in mature workers,” recalls GWTP Basic Skills Instructor, Linda Thomas. “She took her studies very seriously and raised the bar for her classmates.” 

    By the end of training, Nancy was the class speaker for graduation and had a long list of accomplishments, including raising her reading score over six grade levels while  also raising her math score. She says, “I never drove a forklift before; now I’m certified to drive two different forklifts!  Also, I was scared of computers and remember previously struggling so hard with them. I didn’t want to do anything that had to do with computers. But I’m not scared now. GWTP brought me up to date on my skills.”

    Nancy’s determination has helped her land a job with the country’s largest Internet-based retailer. Once she starts the job, this grandmother of two would like to help out her grandkids and their parents financially, as well as adding some new clothes to her wardrobe! Saving to buy a car might be next on the list. All of this becomes a possibility through her own hard work and the support of family and Greater West Town’s training services!

    ​The reason Workforce Development is highlighted is to show the vital role education and training play in helping Illinois residents prepare for in-demand careers, that provide employers with a skilled, qualified workforce to grow our state’s economy. With the Workforce Innovation and Opportunity Act (WIOA) going into effect on July 1, 2015, there is and will be a new era of collaboration and coordination of federal, state and local resources and workforce development programs.     US DOL Announced the Release of WIOA Notices of Proposed Rulemaking (NPRMs) on Federal Register Public Inspection

    <span>Workforce Innovation and Opportunity Act</span></span></span> (WIOA) into law on July 22, 2014. WIOA is landmark legislation designed to strengthen and improve our nation’s public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and helps employers obtain skilled workers. WIOA supports innovative strategies to keep pace with economic conditions and seeks to improve coordination between the core WIOA and other Federal programs that support employment services, job training, adult education and literacy, and vocational rehabilitation activities.
    <br></p><p>
    <strong>Workforce Innovation and Opportunity Act; Joint Rule for Unified and Combined State Plans, Performance Accountability, and the One-Stop System Joint Provisions; Notice of Proposed Rulemaking&#58; </strong>This NPRM, developed jointly by Departments of Education (ED) and Labor (DOL), implements the jointly-administered activities authorized by title I of WIOA.&#160; The NPRM proposes to strengthen the alignment of workforce development system’s six core programs administered by ED and DOL respectively, by establishing unified strategic planning requirements, common performance accountability indicators, and requirements governing the one-stop delivery system. In so doing, these propose regulations emphasize coordination and collaboration at the Federal, State and local levels to ensure a streamlined and coordinated service delivery for job-seekers, including those with disabilities, and employers.</p><p>
    <strong>Workforce Innovations and Opportunity Act; DOL-only Notice of Proposed Rulemaking&#58; </strong>This NPRM, developed by DOL, implements titles I and III of WIOA. This NPRM proposes to implement changes made by title I of WIOA to adult, dislocated worker, and youth formula programs; the State and local workforce development (formerly investment) boards, including Job Corps, YouthBuild, Indian and Native American programs, and Migrant and Seasonal Farmworker programs; technical assistance and evaluations; and general administrative provisions currently authorized under title I of the Workforce Investment Act. Furthermore, the NPRM proposes to implement changes by the title III of WIOA, which amends the Wagner-Peyser Act relating to Employment Services and Workforce and Labor Market Information System and requires the Secretary to establish a Workforce information Advisory Council.</p><p>Read the

    Illinois Awarded Grant for New Employment & Training Program

The JTED-SNAP Pilot Employment and Training Program is a collaborative partnership of the Illinois Department of Human Services (IDHS) SNAP Employment and Training Program (SNAP E&amp;T) and the Illinois Department of Commerce and Economic Opportunity (DCEO) Job Training and Economic Development (JTED) Program. This initiative addresses the needs of underemployed and unemployed SNAP participants in Illinois who require basic and technical skills and work experience to get good jobs, increase earnings, and reduce reliance on public assistance.</p><p>Visit the

    The 2014 Healthcare Task Force Report is Available to Download

    ​This report by the Healthcare Task Force of the Illinois Workforce Investment Board (IWIB), “The Workforce Implication of New Health Care Models,” identifies major trends and directions in the healthcare sector, and offers recommendations for ensuring that the healthcare workforce is ready and prepared to respond to its responsibilities.

    The report examines and raises issues regarding the implementation of new healthcare delivery models in Illinois. These new models are already being carried out in response to changing population and patient needs, federal and state healthcare reforms, and innovations in delivery models, professional practices and technology.  They place stronger emphasis on prevention and primary care and the use of professional and paraprofessional healthcare workers in new roles with different skill requirements.

    Volunteers Across Illinois Set to Make Martin Luther King Day a "Day On, Not a Day Off"

    Day of Service Will Mark the Beginning of the Year of the Volunteer

    CHICAGO – The Serve Illinois Commission on Volunteerism and Community Service (Serve Illinois) today encouraged people across Illinois to take part in the Dr. Martin Luther King Jr. Day of Service on Monday, January 19, 2015.

    "Doctor King said that, 'Life's most persistent and urgent question is: 'What are you doing for others?'" Serve Illinois Executive Director Scott McFarland said.  "Illinoisans answer this question each day by helping their neighbors and their community.  Volunteerism is the answer."

    The Day of Service will also mark the beginning of the Year of the Volunteer with the theme of "You are the difference."  Volunteerism throughout Illinois will increase during the year by celebrating community service and connecting and strengthening the already extensive network of organizations involved in service.  In Senate Resolution 1002, the Illinois Senate designated the Year of the Volunteer, which is sponsored by Generations Serving Generations, Robert R. McCormick Foundation, the Illinois Department on Aging, Serve Illinois, the Corporation for National and Community Service, the Illinois Board of Higher Education, the Illinois State Board of Education, the Illinois Community College Board and more than 100 organizations and businesses committed to civic engagement.

    Anyone interested in volunteering on Dr. Martin Luther King Jr. Day of Service can visit Serve.Illinois.gov to find more than 100,000 volunteer opportunities throughout Illinois and in bordering states.  Volunteers can search based on location or area of interest, as well as by web-based, ongoing or one-time volunteer opportunities.

    Serve Illinois is also accepting nominations for the annual Governor's Volunteer Service Awards.  These awards recognize individual volunteers and businesses that support community service in order to honor those who provide selfless service to the state and to highlight the importance of volunteerism and community service in Illinois.
