1/7: WIOA Core Partner Performance Reporting Overview


Workforce Innovation and Opportunity Act (WIOA) is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA establishes performance accountability indicators and performance reporting requirements to assess the effectiveness of States and local areas in achieving positive outcomes for individuals served by the workforce development system’s six core programs. WIOA provides a historic opportunity to align performance-related definitions, streamline performance indicators, integrate reporting, and ensure comparable data collection and reporting across all six of these core programs, while also implementing program-specific requirements related to data collection and reporting.

WIOA ensures that federal investments in employment and training programs are evidence-based and data-driven, and accountable to participants and taxpayers.

  • Core programs are required to report on common performance indicators that provide key employment information, such as the employment rate of participants after exiting the program, their median wages, whether they attained a credential, and their measurable skill gains.
  • Following submission of the annual performance reports, states are required to submit an Annual Statewide Performance Report Narrative, further detailing its ability to meet targeted goals and expected outcomes as outlined within the Unified or Combined State Plan. • Core programs must measure the effectiveness of services to employers for the first time.
  • The United States Departments of Labor (DOL) and Education (ED), with input from stakeholders, will establish a common performance accountability system for the core programs.
  • Negotiated levels of performance for the common indicators will be adjusted based on a statistical adjustment model (SAM) that takes into account economic conditions and participant characteristics.
  • Performance reports for states, local areas, and eligible training providers will be publicly available.
  • Programs will be evaluated by independent third parties at least every four years.

A Federal Negotiation Process is utilized to Establish Targets for each Performance Measure and the Federal Performance Reporting Requirements for each WIOA title.

2/7: WIOA Title I - Workforce Services


Illinois Department of Commerce and Economic Opportunity (DCEO): Adult, Dislocated Worker, Youth - WIOA Title I Adult, Dislocated Worker, and Youth State programs are required to submit and certify quarterly and annual performance reports through the USDOL Workforce Integrated Performance System (WIPS). Annual reports are to be submitted by September 30 following the completion of each program year. The Annual Performance Report outlines performance outcomes for the five primary performance indicators in each of the Adult, Dislocated Worker, and Youth programs (fifteen total), as well as participant and demographic characteristics as outlined in the Participant Individual Record Layout (PIRL). States also submit performance information on Effectiveness in Serving Employers, which is currently in a pilot program with DOL - Employment and Training Administration (USDOL-ETA).

3/7: WIOA Title II - Adult Education


The Illinois Community College Board administers Title II, Adult Education and Literacy, of the Workforce Innovation and Opportunity Act (WIOA). The goal of the Adult Education and Literacy program is to assist adult learners improve their basic literacy skills, obtain a high school equivalency certificate, improve their English language acquisition, and transition to postsecondary education or workplace training in order to obtain sustainable employment.

4/7: WIOA Title III - Wagner-Peyser Act Employment Services


Illinois Department of Employment Security (IDES): Wagner Peyser- Title III State programs are required to submit and certify quarterly and annual performance reports through the USDOL Workforce Integrated Performance System (WIPS). Annual reports are to be submitted by September 30 following the completion of each program year. The Annual Performance Report outlines performance outcomes for the three performance indicators for Wagner-Peyser, as well as participant and demographic characteristics as outlined in the Participant Individual Record Layout (PIRL). The Quarterly Reports are due to USDOL 45 days after the end of each quarter.

5/7: WIOA Title IV - Rehabilitation Services


Illinois Department of Human Services (IDHS): Division of Rehabilitation Services – administers the Vocational Rehabilitation Program (VR) in accordance with the guidelines set forth by the Federal Department of Education’s Rehabilitation Services Administration (RSA). VR services provide training, adaptive equipment, job placement, and direct support services to persons with disabilities who require assistance in achieving or retaining competitive integrated employment. Title-IV provides rehabilitation counseling by certified staff who can arrange a variety of work readiness training, therapy, education, and skills development services within our network of qualified providers, institutions of higher learning, and employers. By coordinating with our DHS partners and community providers, VR also offers supported and customized employment services to individuals with disabilities that require significant supports to achieve career success. In addition, VR provides specialized services for the Blind or Visually Impaired, Deaf or Hard of Hearing, and Individuals with Disabilities who are Latino or Hispanic. These services all culminate to provide a structured path governed by a customer’s informed choice to achieve full community participation and lead enriched lives.
